As per a letter from Apple’s artist dashboard which was first reported by the Wall Street Journal states that Apple Music pays artists and labels a penny per stream on average.

Apple Music’s payment rate is seemingly better than that of Spotify’s payment rate, which ultimately pays artists and labels half a penny per stream. Apple has openly stated that their payment rates fluctuate depending on subscription plans and by country and therefore averages a penny-per-stream.
